1. All statements are true if you are free to redefine their terms
2. Criminals as a group are more than able to hold their own against the government.
3. Few crimes in the United States lead to anyone's being imprisoned.

Government is the general repository of force -whether that government be democratic, totalitarian, feudal, etc. however it is not a monolith -it is not the sole repository of force even in a totalitarian society.. The Soviet Union had different branches and departments of government had different interests that they pursued
