Sec. 3501. Purposes
 
The purposes of this subchapter [Federal Information Policy] are to -

(4) improve the quality and use of Federal information to strengthen decision making, accountability, and openness in Government and society;

(8) ensure that the creation, collection, maintenance, use, dissemination, and disposition of information by or for the Federal Government is consistent with applicable laws, ...

(11) improve the responsibility and accountability of the Office of Management and Budget and all other Federal agencies to Congress and to the public for implementing the information collection review process, information resources management, and related policies and guidelines established under this subchapter.

        The purpose is to:
  • Improve the use of Federal information to strengthen accountability;
  • Improve the use of Federal information to strengthen openness in Government;
  • Ensure that the collection and use of information by the Federal Government is consistent with applicable laws;

Sec. 3502. Definitions
 
-STATUTE-
As used in this subchapter [Federal Information Policy] -
(1) the term ''agency'' means any executive department, military department, Government corporation, Government controlled corporation, or other establishment in the executive branch of the Government (including the Executive Office of the President), or any independent regulatory agency, but does not include - [exclusions omitted, IRS and Treasury Dept. are not excluded from the requirements of this statute.]

(3) the term ''collection of information'' -
(A) means the obtaining, causing to be obtained, soliciting, or requiring the disclosure to third parties or the public, of facts or opinions by or for an agency, regardless of form or format, calling for either - (i) answers to identical questions posed to, or identical reporting or recordkeeping requirements imposed on, ten or more persons, other than agencies, instrumentalities, or employees of the United States;

        A "collection of information" means the requiring of the disclosure to a third party (allegedly your boss) for an agency (the IRS) of facts (your SSN) regardless of form or format (orally or in writing) calling for identical reporting requirements imposed on ten or more persons (meaning every non-statutory and non-generic "employee" being paid compensation for their labor, and allegedly required to submit their SSN on a W-9).

Sec. 3507. Public information collection activities; submission to Director; approval and delegation
 
(a) An agency shall not conduct or sponsor the collection of information unless in advance of the adoption or revision of the collection of information -
(1) the agency has - [followed some procedures]
(2) the Director has approved [the collection of information]; and
(3) the agency has obtained from the Director a control number to be displayed upon the collection of information.

        An agency shall not conduct or sponser the collection of information ... if the agency does not have a control number displayed upon the collection of information.
